Regional Queensland covers distances that do not exist in the southern states. Cairns to Toowoomba is further than Sydney to Melbourne, and each of these cities is its own labour market with its own housing and its own hospital. They are not one region in any operational sense and we do not roster them as if they were.
The far north also brings conditions the southern states do not plan for. Wet season access, cyclone preparation and extreme heat all belong in a care plan here, because a heatwave is a genuine health event for a frail eighty-five-year-old and the plan should already say what happens.
